According to the BATFE, Nevada has lost its NICS Exemption, due to the failure of AB-21 in the 2007 Legislative session. Conjecture is that AB-21 failed due to the fee increase, which would have prompted a Veto by Governor Jim Gibbons had it passed.
As of the 2008 CCW conference that was held in Carson City, NV, the NSCA was actively seeking the restoration of the NICS exemption by the BATFE. This effort did not bear fruit.
UPDATE: No action was taken in the 2009 legislature. Attempts to renew the MOU between the NSCA and the BATFE failed. The NSCA and Senator John Ensign have indicated it will take state legislative action to restore Nevadans' NICS Exemption.
